The short answer is yes; it is possible to get a secured credit card during a chapter 13 bankruptcy case. In fact, nearly all credit card companies will issue secured credit cards to people who are filing for bankruptcy protection.

When you file for bankruptcy, your creditors can no longer pursue you for collection of any outstanding debt obligation that you have with them. But that does not mean that they will immediately stop trying to collect from you, and if they do, it is only because they realize that there is no chance for them to collect anything from you at this point. One way in which creditors can try to collect money from you is by offering new credit cards to you, and if the offers are made before your bankruptcy case has been finalized, then the creditors may be able to collect payments coming out of your future income. As long as you have filed a chapter 13 bankruptcy petition and have had it confirmed by the court, then the creditors should not be able to go after your income or assets. However, although creditors cannot ask for payments through income or assets, they can still ask for payments through secured credit cards.
